Rating: Herbert Hoover was brought into his presidency with the important backing of his two terms as secretary of commerce. As secretary of commerce he aimed to change the ideals of the job. Though before the goals of the Secretary of commerce where very vague, Hoover aimed to change that and did gaining political popularity along the way. During his Presidency an awful event accured the crash of the stock market on October 29, 1929. I think Hoover deserves a B as a President. Though many awful things happened in his term many where not related to Hoover himself.

Goals: Hoover had one main goal as a President and it was plan to reform the nation's regulatory system, believing that a federal bureaucracy should have limited regulation over a country's economic system. A self-described Progressive and Reformer, Hoover saw the presidency as a vehicle for improving the conditions of all Americans by regulation and by encouraging volunteerism. Hoover was very against laissez faire thinking and pushed many bills through congress to try and help the farmers who where losing money. Hoover also had an effect on many gangster related programs as he tried to go after many of them by using the same plan that got Al Capone thrown in jail, he tried to put away many by using tax evasion. Hoover also started the Good Neighbor policy by taking a good will tour of Latin America in an American battleship. Unfortunately his goals would be cut short by the depression as he was forced to change some for newer policy.

Most Positive Outcome: Hoover's most positive decision was without a doubt was his start of, what would become Roosevelt's "good Neighbor" policy with the start of the policy he began to pull troops out of Nicaragua and Haiti. Once he started this he began work on his Hoover policy which proposed an arms embargo on Latin America and a one-third reduction of the world's naval power. The Good Neighbor policy also led to Hoovers Hoover-Stimson Doctrine that said the United States would not recognize territories gained by force. The Good Neighbor policy just started many of Hoovers great achievements. Though everyone relates it to Roosevelt it was started by Hoover.

Influence: Obviously his most positive, Good neighbor policy, was also very influential as it pushed up and coming four term President Roosevelt to in a way create the policy since Hoover barely received any credit for his work on it. On the other hand I believe his most influential decision was his signing of the Hawley-Smoot Tariff which though probably in a broader spec wasn't the best idea was very influential on other country's trying to trade with the U.S in the bad economic times Hoover pretty much blocking the other nations from trade, since the tariff raised the protective tariff to 60%. Though not the best it was very influential.
